Should I be charged a loan car charge if I request a courtesy car?

Probably, the loan car charge could include additional fees for insurance coverage or transportation services associated with the courtesy car. However, consider asking the dealership specifically about what the charge entails to get a clearer picture. They should be able to break down any additional costs and provide clarity on the overall fee structure.

In all the years I had a Lexus (IS200'2, RX300 and CT200h, I never got charged for a courtesy car.

Then they likely either added in the cost to the service or you would have had a large excess to pay if an insurance claim needed to be made.

If a courtesy car is given to you when your Lexus is being repaired as part of a recall I don't think you should be charged. That said check out the excess on the insurance- it may be worth paying to reduce the excess or arrange cover via your own policy.
