Handling Improvements

If I was going to spend minimum money for maximum handling improvement should I get the suspension stiffer/lower or rollbars or is it not worth doing one without the other (or without changing my wheels which are the standard S 16-inchs)?

The other things you may like to consider are ;

Uprated suspension bushes, which reduce unwanted suspension arm movement.

The anti roll bars from TTE and HKS work very well.

As far as springs go, Eibach are very good and reasonably priced, or HKS but they are more expensive.

If you really want to go for it, a fully adjustable kit is a wise investment. Your choice of the best is TTE, HKS and Tein.

Dark is right about the strut braces, and you can't go wrong for that price!

Lowering the car with some good springs will make a great improvement in handling, but dont take it to lexus to fit them because they will riiiiiiiiip you off. best going to a good small garage.
