Pulsating Brakes

I have a 1999 GS300 SE which has recently developed pulsating Brakes at low speeds. No sign of judder indicating Disc wear.

I seems that ABS takes control at these low speeds giving the feeling of a loss of control and making smooth braking and 'take off'

almost impossible,

Any members thoughts?

Hdid you find a supplier of the part.....I also need an ABS rotor skid control ring for front wheel but having difficulty

 Lexus part # 43515-30020 Rotor, Skid Control
