It's a promotion in the US, Toyota USA have run similar marketing campaigns.

You do indeed get free tyres for the life of the car as long as you own it.

I believe it's usually offered with finance deals on new cars (but sometimes used cars too). The catch is you have to have ALL your maintainance done at the dealer where you buy the car from.
