Rx 450H Gas Consumption

I purchased the 450h in June 2010. I now have about 8,000 miles on the car. I really like and enjoy the car but I do have 2 major issues: 1.. Nav System database 2. Gas Consumption. The Nav system is very out of date. Major 6 lane roads that have existed for more than 4 years, are not in the database. I purchased a Garmin - all streets present. My mileage is not what I expected according to the advertised rate. My rates have been 33.0 29.9 27.0 27.6 29.3 28.1 32.1 34.2 34.3 miles per Canadian Gallon for the last 3,000 miles (calculated via odometer+ gas pup readings) . Gas Consumption is even worse using the radar cruise control on flat highways. Does anyone else have any real numbers over time on mileage or issues with the Nav database?

I know a guy who has the same car. He is gettin some ~9 litres per 100km (about 26 mpg?)

I tought - weird, since official conumption should be around 39 mpg.

and navigation - it sux here in Latvia too :)
