Annoying Noise From The Dash When Start Up The Car

I have this annoying robotic noise from behind the dash when I start up the car (even with fan off and all vents closed!). See the recorded video below. The noise appears at 00:12, 00:16, 00:24, 00.32. You might have to turn the volume all way up to hear it (It sounds quite louder than in the video).

At its worst, it gives a series of high noises (every one as loud as in 00:32). Its annoying as hell! What is it??? :blink:

Ps. The noise only appears at the start up, not under driving.
