to smoke the rear lights, you can either spray them, but it will be hard to achieve an even finish. you can also wrap them, but plenty of heat is needed to shape it around the contours of the outer lights.
all second gen IS have led tail lights, only the fog, indicator and reverse lights are halogen bulbs. ive replaced the reverse with super bright led's and you can get additional resistors to counter-act the hyperflash that you would get with led indicators... which I have and yet to install.
know is220s dont have canbus. Every type of led bulbs ive used havent given me problems.
ive got cree led bulbs at the monent and they are very bright!
Obviously changing bulbs is the easiest thing to do.
Typical mods include different grills. I have the lx-mode top and lower grills.
rear lights can be changed for clear or smoked indicator versions. Or is-f lights. But expect to pay around £400+ for them
lip kits and spoilers are availiable. Aswell as lowering kits. And wheels
But for customising head over to the lexus form in the usa. They know how to modify cars.
Ive got 35w 5k on mine and the cutoff is exactly the same. But i have a cheap kit worth around £40 and ive already gone through 2 ballasts. Would be worth spending money on a more expensive kit.
Also what do you mean by leveling system. Do you mean beam cutoff or xenon system automatic headlamp leveling system?
What your refering to is the width. The offset is where your mounting face sits in accordance to the wheels width. Lower offsets will make your wheels stick out more while higher offsets will make them come in
I get around 34ish around town and 38ish on short motorway journeys. but on hour plus journeys I can get well over 45mpg :)

your best bet would be a lexus dealer.. as you cannot buy any reproductions...

They look like Work vs-xx alloys.
One of my mates has them on his MKV GTI, just not quite as deep a dish as those in your picture. Usually have gold spokes too.

the worlds your oyster when it comes too offsets, you can keep it relatively safe and have a bigger offset or go just mad and have a stupidly low offset. as for width's its possible to run 9.5 fronts and 11 rears

it also depends of what you want to do, do you want flush or tucked look. and if you don't mind rolling and flairing your arches.
instead of fully tinting try fly eyes, their like tiny dots which give the appearance of a tinted lamp, but still allows you to have full effect of reflectors and increased light output

honestly, I would get rid of the redouts, I tried it, looked good, but was dangerously dim on green led,s but could hardly see it.. and green bulbs aren't that good apparently as the bulbs have a very thick coat of paint on them.
