It's the mold that was used to design the block, no difference in power, mainly only design from what I can gather. There was a switch over from one mold to another on the 91 / 92 models of the GTE block, you can track the mold using VIN #.

does that mean in theory if you put a gte block on a ge and uprate the pistons rods etc it would effectively be a 2jz-gte ?

Not thought of it that way but suppose you may be able to, would image there would be other factors to that into account - ie - manifold, injectors etc.....
