looks like some kind of switch or a control rather than a dial to me, but i ain't no mechanical genius!

well, all i can say is that i have seen similar dials on a suburu imprezza.

Looks like some kind of a mod to me but what mod could it possible be?

is not an OEM toyota switch, i seen something like this in 1 or 2 car accessory stores in hong kong. u tried using it to see what happens or remove that black panel to see any wires behind it.......

Hi, I'm new on the UK site, but I think I can help you out on this one. from your pic, It's probably a cell phone holder/clip. I installed one in my previous car. it's plastic right? you can expand the left and right sides to accomodate different sized cell phones, and those 2 "flaps" should have some sort of spring in them that pulls it inwards, so they point at each other, to clamp onto the phone when you slide it in from the top. i guess from the dangling state, the springs have been removed or broken?

i'm pretty sure that's what it is, it's just glued onto the car panel with those adhesive things. yank it off i guess. hope it helps!
