I believe that there's built-in wifi but it's locked to a specific SIM and it's very expensive.

I think the best way is to buy something like this and get a good deal on the SIM of your choice to use in it.

It was possible to tether to the phone sim on my 2018 model (replaced yesterday) through connected services but it was very hit & miss, I ceased using it after the 1st 12months.

Not sure if it is possible on the 2021 model

Al RX from 2020 MY onwards has a built-in Wi-Fi transmitter module in the booth but is locked to Orange thus you can’t insert other SIM cards. Speak to Lexus Connectivity Team 01737 367026. They will guide you through the set up process if you wish to take up their subscription which was about £8/month for 2G data the last time I checked

Not all have them. Early ones yes, but late 2022MY don’t always have it.
