I believe it will do so if not up to temp or there are other demands needing it, like high ele output required and low Battery type combos.

When up to temp already and no huge current draw, then should start the engine and be able to move away on ele, until you put too much accelerator down 😉

Yes, normal. The engine starts to provide cabin warmth and to bring the engine/transmission/CATs up to operating temp.

Not sure on your particular model but on my RC I can force the car to run on EV by pressing the EV button before the ICE fires up.
