The Hiper Muffler is not fully stainless steel, but is partially aluminised steel to enhance the sound. The problem with fully stainless is that they have a resonance and "tinny" sound, but they do last longer. This has always been an issue when choosing an exhaust system. Do you want a system that sounds bad but lasts a long time or do you want a system that sounds good but doesn't last as long? Different people have different priorities. Surface rust is not unusual on the aluminised sections so I shouldn't worry about it. The HKS system on my GS300 was fitted in 1997 and is still going strong with some surface rust on it.

Hope this helps :)
