DRL disabled while stopped P

Does anyone know if there's a way to disable DRL (daytime running lights) while the car is stopped (P position) with parking brake on?

I found a video from GS, but this is not available on my ES:

I know that this can be done using Techstream but at the moment I don't have any of the tools available.

Any suggestion is welcome, thanks!

Can it be done by Techstream?

DRLs should always be on when engine is running which in a hybrid is when the car is in the Ready state, the engine may or may not be actually running

I've seen this done on the IS and GS, but not ES yet. I'll have to try and post an update when I'll have the right tools.

It would be illegal to do so in Europe and therefore isn't a configurable option, unlike other countries. 

EU law states the DRL have to come on with the engine (or once out of Park or parking brake released), but once on for the first time they should stay on until the engine is turned off (not just in Park).

 

There are some manual allowances if the vehicle doesn't go over 6 mph but I don't think they are implemented by Toyota.

When it's not a safety device.

Someone asked this question when they were going to a drive-in cinema where the car needed to be on for receiving the sound, but they didn't want to disturb other audience members with the brightness of the DRLs.
