If you have a 2001 car then you shouldn'd need the set. They should be able to program your car for a new master key on its own.
I don't think there is any other way because Lexus will need to program the car using their diagnostic equipment.

I think the EEC system works differently on newer models which is what my link describes. On older systems the tank can have +ve and -ve pressure at certain times. Check valves in the system should prevent either condition getting excessive.
+ve pressure is controls by check valves in the fuel cap and one of the valves in the charcoal canister. -ve pressure is controlled by another valve in the charcoal cansiter.
If you are getting excessive pressure then you should get your charcoal canister checked.
You don't say what age your car is. If it's a pre-facelift model (pre 2001) then the control system also has to be replaced as you cannot program another key without a master.
I've tried a key from the US. Couldn't get the remote locking to program (may use different frequency) and I cannot find the procedure for programming the immobiliser as it's different from the US procedure.

It'll have OBD2 so you'll need a diagnostic reader (and they're not exactly cheap!).
You can only read via OBD-II not the simple method.
PC based OBD-II readers can be brought for £55 upwards.
Do you have the TT model? If so you shouldn't be using Green Stuff pads on something as powerful as that - their Red Stuff pads should be used.
Having said that I have used Red Stuff before on my Supra and they were so so poor compared to the OEM pads.
