No wheels are made by Toyota/Lexus or TTE.
However the european option wheels are normally sourced within the EU and are better quality so hopefully the styling kit 18" wheels will be fine.
It's worth asking. Normally if it is a warranty claim new wheels should be put on not refurbished ones.
The problem is with suppliers. The GS series II sport wheels don't seem to have this problem - they are manufactured by OZ. Not sure who makes the standard IS wheels or the 18" ones.
The router is a wireless 'access point' so all wireless devices can talk to each other. If the PC is next to the router then I would use a fixed connection - easier to troubleshoot if you have connnectivity problems and better performance.
Yes you just plug it into the cable modem - you would need to register the mac address with Blueyonder.
Blueyonder are increasing download bandwidths to all broadband customers. Your 1Mb will increase to 1.5Mb :)
You need to keep the blueyonder cable modem so you need to get a dual ethernet router

EE means an error on both sides, EL is left and ER is right.

The Philips Blue vision are more white than stock bulbs but don't really compare with HIDs. Still they are good value and the only real 'legal' choice.
They may stick out passed the wheel arches - which is illegal.
They may rub - mainly on the front with full lock
They may affect handling and the steering wheel may no longer self-centre.
It would be worth testing them if you can before you purchase them.
I think the speakers are active which may complicate things. Worth posting that question on the US forums - there aren't many GS owners that have a modified stereo system in the UK.
You need to short the E1 and TE1 terminals on either the DLC1 or 2 connectors for it to display the error codes.
However OBD-II was implemented on the LS around 1995 so you may have OBD-II diagnostics. If that is the case you need to plug in an OBD-II reader to obtain the codes - the E1 and TE1 method will not work.
