Near side rear lower than off side

Get two, springs get tired over time, if you have one brand new and one old, it won't be level. If the shocks don't leak, no need to change anything else. Go for this: https://www.autodoc.co.uk/japko/16243040 you can order just 1 if you really want to, but I'd swap both for the reason above.

Could be a broken spring. Turn the steering wheel to the affected side and see if you spot anything. 

You dont need to change anything else. 

Some springs dont require changing both sides. I know Mercedes springs they only change one side

At that price it's a no brainer. Plus metal fatigues over time. Safety is paramount therefore both sides should be changed. 

Take your car to a garage with a lift. Ask them to check and then go from there. Not all tarmac surfaces are flat. Lifts are.
