Series II is faster, more refined, better mpg, more reliable and I would say much better looking.
Spec wise the series II has everything the series I has and more depending on trim level and age.
power = (torque x rpm) / 5252
at some point torque normally stops increasing but as rpm continues to rises the power will also continue to rise. If torque starts to drop slowly then the power levels off and at some point both will start to fall.
If you don't get to see the falls then you will get more power if you can raise the redline - this you can see on the IS200 SC graphs, shame the internals aren't really up to going much faster.
The 280bhp limit doesn't seem to be the case now - the JDM Lexus IS350 has over 300.
The Jap spec Supra always put out more than 280bhp (around 300). The Euro/US spec had many differences which is why there is a more power.

The seal has been redesigned so shouldn't happen again if you have it replaced.
I think the IS has a 65l tank? Although because of the inaccurate fuel guage you probably wouldn't put more in it than 60l even if the needle goes passed empty.
400 miles on a tank is possible on long runs but not if you do small journeys.
You will notice a big difference in fuel consumption between an IS and a 1.6 Avensis.
No the ecu doesn't monitor the filter and yes it's the same for the Altezza.
If you have a fuel pressure problem then you would possibly look at the filter otherwise just leave it alone.
The game should run on your PC even with the budget graphics card.
Are there any setting within the simulator to alter the graphics detail? You may have to lower the detail level to get it to run smooth.
Get the disc thickness measured. Minimum is 30mm, they are 32mm new. If they are 30.5 or less I would change them otherwise they would need changing before the pads need doing again.
You could also get the runout checked. That should be less than 0.05mm

The US market has always had a less basic spec with many options. In the UK Lexus position themselves as offering high spec as standard without the confusion of lots of optional extras.
