The 12V line is the next bold line up from the 9V line (3V segments)

Bang on the 12V line, I had concerns about this too... In the lexus book it shows the needle pointing to 9 and says if yours is different then take it to dealer not just me then

Anwhere around 12v is normal without the engine running. 13.8v or 14.2 v with.

9v is way too low. Expect 11 at the very least.

Output should be at least 1v over the specified voltage to charge the Battery. In no case should

charging voltage ever be less than 12.5 volts.

Just for reference, a fully charged Battery at 70 deg F is 12.6 volts.
